If your drill chuck is stuck, it would be better to spray it with some cleaner and then try a rugged tool to rotate it. While you are drilling into any surface, small particles are bound to fly here and there and you will need to ensure that you are getting the drill chuck cleaned before and after each time you use it to not face any such issues on the chuck getting stuck.
